RESUMO: A democ­ra­cia, o desen­volvi­men­to inclu­si­vo e a garan­tia de uma cidada­nia jus­ta ape­nas se con­sol­i­dam se hou­ver o for­t­alec­i­men­to das insti­tu­ições e a par­tic­i­pação das pop­u­lações, com transparên­cia, prestação de con­tas pelos Esta­dos, e sobre­tu­do com a con­strução de uma jurisprudên­cia e de uma políti­ca trans­for­mado­ras, que con­cretizem as promes­sas con­sti­tu­cionais de dire­itos humanos pre­vis­tas nos orde­na­men­tos lati­no-amer­i­canos. O diál­o­go entre as leg­is­lações nacionais com o Dire­ito Inter­na­cional dos Dire­itos Humanos é essen­cial no con­tex­to de desigual­dade e de exclusão que car­ac­ter­i­zam a região, através da adoção dos estandartes inter­na­cionais de pro­teção e a imple­men­tação dos com­pro­mis­sos assum­i­dos inter­na­cional­mente. Assim, o pre­sente arti­go demon­strará a importân­cia das dire­trizes do Sis­tema Inter­amer­i­cano e da Orga­ni­za­ção das Nações Unidas para a con­strução de políti­cas públi­cas enfo­cadas em dire­itos humanos, de modo que a coop­er­ação nos âmbitos local, region­al e inter­na­cional se mostra necessária para asse­gu­rar a vida digna das pop­u­lações vul­neráveis, por meio de um desen­volvi­men­to social­mente jus­to, eco­nomi­ca­mente inclu­si­vo e ambi­en­tal­mente respon­sáv­el.

ABSTRACT: Democ­ra­cy, inclu­sive growth and the pro­mo­tion of a fair cit­i­zen­ship can only con­sol­i­date if there is a strength­en­ing of the insti­tu­tions and the par­tic­i­pa­tion of the pop­u­la­tions through trans­paren­cy, account­abil­i­ty and main­ly with the elab­o­ra­tion of a trans­for­ma­tive jurispru­dence and pol­i­tics, which con­cretize the con­sti­tu­tion­al promis­es of human rights stat­ed in the Latin Amer­i­can legal orders. The dia­logue between the domes­tic law and the Inter­na­tion­al Human Rights Law is essen­tial in the con­text of inequal­i­ty and exclu­sion that char­ac­ter­ize the region, with the adop­tion of pro­tec­tive inter­na­tion­al stan­dards and the accom­plish­ment of the com­pro­mis­es assumed inter­na­tion­al­ly. There­fore, the present arti­cle will demon­strate the impor­tance of the Inter-Amer­i­can and the Unit­ed Nations direc­tives for the con­struc­tion of pub­lic poli­cies focused on human rights, so that the coop­er­a­tion in a local, region­al and inter­na­tion­al lev­el proves nec­es­sary to ensure a dig­ni­fied life for the vul­ner­a­ble peo­ple, by means of a social­ly fair, eco­nom­i­cal­ly inclu­sive, and envi­ron­men­tal­ly respon­si­ble devel­op­ment.
