RESUMO: O traço mais mar­cante do Municí­pio é a autono­mia políti­ca, com dire­ito a ori­en­tação políti­ca diver­sa e até mes­mo diver­gente da ori­en­tação políti­ca hegemôni­ca region­al ou nacional. 

Mas esse ente com iden­ti­dade políti­ca pode, e muitas vezes deve, se unir a out­ros, de mes­ma natureza ou de out­ras esferas fed­er­a­ti­vas, para a con­se­cução de com­petên­cias comuns ou, mes­mo, para que matérias de com­petên­cia estri­ta­mente munic­i­pal sejam tratadas de for­ma ade­qua­da. 

Destarte, o tema deste arti­go é o quadro jurídi­co-insti­tu­cional desse desafio do atu­ar con­jun­to das autono­mias locais.

ABSTRACT: The most strik­ing fea­ture of the Munic­i­pal­i­ty is its polit­i­cal auton­o­my, with the right to a dif­fer­ent and even diver­gent polit­i­cal ori­en­ta­tion from the region­al or nation­al hege­mon­ic one. 

But this enti­ty with polit­i­cal iden­ti­ty can, and often must, join with oth­ers, of the same nature or from oth­er fed­er­al spheres, to achieve com­mon com­pe­tences or, even, for mat­ters of strict­ly munic­i­pal com­pe­tence to be dealt with in an appro­pri­ate man­ner. 

Thus, the theme of this arti­cle is the legal-insti­tu­tion­al frame­work of this chal­lenge of act­ing togeth­er of the local autonomies.
